What a re-paper is, and what it does not prove
- Two things produce a re-paper
The same owner files a fresh LLC, or the business is sold and the buyer trades on under their own. Both leave one brand at one address holding more than one licence account.
- Which one, the record cannot say
A licence row carries the entity, not the people inside it. Treat every chain here as a business that continued, and treat the change of owner as possible rather than proven.
- Why it matters either way
Counted off licences alone, each of these is a closure followed by an opening. Neither happened. The storefront traded straight through, and the space never came free.
